Persons fishing in privately owned ponds, lakes, or reservoirs to and from which fish do not migrate (a license is still required to take frogs or turtles)
Individuals assisting an angler with a mobility-impaired or blind fishing license, provided they are using only one rod together
Ohio residents fishing on land or water they or their parents own, except where the land is in or borders on state parks or state-owned lakes
Ohio residents fishing on land or water where they or their parents are tenants and derive the majority of their income from agricultural production on that land (excluding state-owned lakes)
