How to Get a Free Fishing License in Minnesota: Exemptions and Waivers for Residents with Disabilities, Low Income, and Foreign Exchange Students

In Minnesota, most residents aged 16 to 89 are required to purchase a fishing license to legally fish in the state’s waters. However, certain individuals may be eligible for a free fishing license or an exemption from the requirement. Exemptions for Residents with Disabilities

Minnesota offers several exemptions for residents with disabilities who wish to fish without a license:

Residents who are legally blind
Residents receiving Supplemental Security Income (SSI) or Social Security Disability Insurance (SSDI)
Residents receiving worker’s compensation for total and permanent disability
Residents receiving disability benefits under the Federal Railroad Retirement Act or U.S. Postal Service
Residents of a Minnesota licensed nursing or boarding care home, wards of the Minnesota Commissioner of Human Services, residents of state institutions, or inpatients of a U.S. Veterans Administration hospital

To qualify for these exemptions, residents must present proof of their disability or benefits to a license agent. This can include a current letter from the Social Security Administration stating their disability or SSI benefits, or proof of disability benefits for those receiving them under the Federal Railroad Retirement Act or U.S. Postal Service.

Residents of state institutions, wards of the Minnesota Commissioner of Human Services, and inpatients of a U.S. Veterans Administration hospital must use an application available from the Minnesota Department of Natural Resources (DNR) to obtain their free fishing license.

Exemptions for Residents with Developmental Disabilities

Minnesota also offers free fishing licenses to residents with developmental disabilities. To qualify, residents must be 16 years of age or older and have a developmental disability. These licenses are only available from the DNR by calling 877-348-0498.

In addition, 100% disabled veterans who are Minnesota residents can obtain a free permanent angling license from the DNR by calling 877-348-0498.

Exemptions for Foreign Exchange Students

Foreign exchange students attending school in Minnesota are eligible for a free fishing license if they can provide proof of their foreign exchange student status. These licenses are available from any license agent in the state.

It’s important to note that all fishing for students age 16 and older covered by this license exemption will be catch and release only. Adult chaperones assisting these students must have a valid Minnesota fishing license.

Educational Fishing License Waiver for Students

The Minnesota Department of Natural Resources offers an educational permit for use with aquatic education programs. This permit allows student participants age 16 and over to fish without a license on a catch and release basis. To obtain this permit, the program must be approved by the DNR.
