What Are the Current Laws and Regulations for Adult-Use Cannabis in Connecticut?

Adult-use cannabis is now legal in Connecticut, a significant shift in the state’s approach to marijuana regulation. As of July 1, 2021, residents over 21 years old can legally possess and consume marijuana, marking a pivotal moment in the state’s cannabis policy.

The legalization of adult-use cannabis comes with specific guidelines. Currently, the possession of up to 1.5 ounces of cannabis is legal, and sales have commenced at licensed retailers. Notably, the new law also impacts the medical marijuana program, a leader in the nation. The program will continue to serve patients, with key protections integrated into the new legislation. For instance, medical marijuana patients may cultivate up to 3 mature and 3 immature plants at home starting October 1, 2021, with a cap of 12 plants per household. This privilege extends to all adults from July 1, 2023.

In terms of retail sales and use, Connecticut residents may store up to 5 ounces of cannabis in a locked container at home or transport it in a locked glovebox or trunk. However, retail sales only began towards the end of 2022. The law also mandates that producers and dispensaries in the medical marijuana program may expand or convert their licenses for adult-use cannabis but must prioritize serving the medical program.

Regarding the medical marijuana program, the new law has increased the limits to 5 ounces per day, with the Commissioner of Consumer Protection having the authority to set lower limits to protect the overall medical supply. Currently, the purchase limit is set at 3 ounces per month for qualifying patients.

For public health and safety, Connecticut has put forth comprehensive information on cannabis use, law enforcement, and prevention. The state emphasizes the differences between cannabis products and CBD products derived from hemp, noting their unique effects, regulations, and availability.
